Effective 1/1/2018, it has become mandatory under 49 CFR Part 40 for all BAT's, Collectors, MROs, and SAPs to subscribe to the ODAPC list-serve.
You can subscribe at ODAPC's website: https://www.transportation.gov/odapc/ListServe_Notices
It is likely that Operating Agency Inspectors and Auditors will be requesting documentation and proof that you have met all the training requirements contained in Part 40. Not only will they be looking for things like copies of the ATFs (or CCFs) from your mock tests, but may also ask for proof that you have subscribed to the list-serve.
The latest notice to come out on the list serve was on May 7, 2019 related to the FMCSA CDL Drug & Alcohol Clearinghouse Database. Prior to that, ODAPC notified everyone of a final rule published on 4/23/2019 making minor technical amendments to DOT, FAA, FTA, and PHMSA to change "opiates" to "opiods".
IS YOUR CALIBRATION LOGBOOK READY FOR COURT? OR AN AUDIT?
The Cal Log is a legal document that proves the accuracy of your EBT instrument. Each EBT must have its own logbook containing information about every accuracy check:
Test number (if available), date and time of the procedure
The name of the Technician who conducted the check and their location
Identifying information about the dry gas tank including the Standard Lot #, the tank number, and expiration date of the standard
The expected value of the standard and the result from the EBT device
A notation that the device read the standard within the acceptable tolerance range
In addition, it is suggested that a printout is kept of each accuracy check in the logbook (not required, just suggested)
The purpose of the Instructor renewal program is to keep technicians up to date on any changes in the operation of EBT instruments as well as any rule changes, but it is the responsibility of the Technician to maintain training records that prove that the BAT's trained meet all training requirements contained in 49 CFR Part 40.
